I manage procurement for a mid-size facility group. Over the past six years, I've tracked more than $180,000 in lighting and electrical spending, and I've made my share of mistakes. This is the checklist I use now when I need to plan smart lighting design with a contractor—without turning the budget into a costly lesson.

Every time a lighting project goes sideways, it's usually not because the fixture failed. It's because somebody assumed something. The owner assumed the contractor would include controls. The contractor assumed the owner didn't care about glare. This checklist is how I remove assumptions.

One quick caveat: this approach worked for our two-field municipal complex and a covered parking retrofit. We're a mid-size operation with predictable evening schedules. If you run a 24/7 stadium or a school with strict maintenance hours, adjust the parts that don't fit.

1. Start with a number, not a vibe

Before you call a contractor, write down what 'good' means. Maintained footcandles or lux, uniformity ratio, glare limits, color rendering, and any after-hours controls. For sports lighting, IES RP-6-20 is a useful baseline (Source: IES, ies.org). If a contractor tells you that's overkill, that's your first warning sign.

Use the same language as the contractor. Don't say 'bright like the NFL.' Say 'I need 75 maintained horizontal fc on the playing surface with a max/min ratio under 1.8' or whatever matches your level. If you don't know the target, ask the contractor to show you the IES table for your sport and level. If they can't, bring in a lighting designer who can.

2. Demand photometric files, not brochure promises

Ask for .ies files and a modeled layout in AGi32, Visual, or another lighting design program. A quote that says '40 LED fixtures' and nothing else is a parts list, not a design. So glad I asked for photometric files before I signed last year. One signature away from approving a layout that would have left the east side of the field dark.

Even a simple indoor retrofit needs the same logic. If you're dropping a tube LED into an existing linear fixture, the old fixture's optics might have been designed for fluorescent, not LED. Plan the layout before you buy.

Make the contractor show you the lighting layout on your actual site, not a 'representative example' from another job. The photometric report should include the calculation grid, pole locations, aiming angles, and maintained values after lamp depreciation. That last point matters. Some quotes are based on initial lumens, which makes everything look better than it will be in year two.

3. Build a TCO table

Compare quotes using total cost of ownership, not fixture price. Columns: fixture cost, pole, foundation, trenching, wire, controls, installation, energy, maintenance, warranty. In Q3 2024, I compared four quotes for a two-field package. The low quote was $126,000; the high was $158,000. The low one didn't include controls or commissioning, which added $20,000. That made the real spread 9%, not 25%. If you only compare the first number, you'll make the same mistake I did once. I still kick myself for choosing a quote that looked cheap until change orders arrived.

Put a maintenance cost assumption in the table too. Ask for the expected operating hours of the LED driver, the replacement procedure, and how hard it is to get parts. A fixture that saves $2,000 at purchase but needs a specialized crew to service can cost that back quickly.

4. Plan controls before the trench is dug

Smart lighting means schedules, daylight response, dimming for events, and someone who knows how to override it all. Ask questions: Can each pole be switched? Can the system dim a zone to 50%? What happens after a power outage? Do you get alerts when a driver fails?

Most smart lighting headaches happen because controls were bolted on at the end, after the wireless network, power feed, or switchboard was already decided. The best smart lighting design with a contractor happens on paper first, then in the electrical room. Energy codes in many jurisdictions also require automatic shutoff controls. Check ASHRAE/IES 90.1 or your local code for the current version. Don't rely on the contractor to know every local amendment.

Some manufacturers include controls as part of the system. When I reviewed Musco's control package, I was skeptical at first because it was an additional line item. Then I realized it included scheduling and remote monitoring. That changed the TCO math.

5. Treat the visual result as part of the brand

People notice good lighting even when they can't explain why. Quality affects how a client, player, or spectator perceives the whole facility. I don't mean you need the most expensive option. But the extra for proper optics, glare control, and a clean aesthetic is usually worth it. When I specified a better fixture distribution on a parking area, the facility manager's complaint calls dropped noticeably. A 3% budget increase bought a visible improvement.

Get the design team on the same page about how the site should feel at night. Is the goal a calm parking lot or a dramatic stadium arrival? Do you want the light poles to disappear against the sky or become part of the architecture? These choices seem cosmetic, but they're impossible to change after installation.

For public projects, the finish is part of the design, and 'blue' is not a color. If the aesthetic spec says something like 'chandelier blue,' get a physical sample and an exact code before final approval. A colored housing viewed from 80 feet is not the same as a color chip in a brochure. I learned that while trying to fix a finish that looked fine in the submittal but completely wrong on site.

6. Ask how it gets serviced

Lighting is a system, not a single purchase. Find out what happens when a driver fails at 80 feet. Is it a module replaceable by a maintenance crew, or do you need a crane? What's the warranty on LED modules? Is the product on the DesignLights Consortium qualified products list if rebates matter? (Source: designlights.org, accessed January 2025.)

Ask about spare parts before installation, not after. If I remember correctly, the replacement driver quote came with a three-week lead time. That might not sound bad, but three weeks of a dark field is a long time. Ask about lead times and whether the manufacturer will make replacement modules available for the expected life of the system. It's easy to say 'long life'; it's harder to prove it with a written spare parts policy.

Common mistakes to avoid

Don't buy on warranty length alone. Read the exclusions. One 10-year warranty I reviewed only covered parts, not labor, not shipping, not the crane rental. A 'free' warranty can still cost you $3,000 when something fails.

Don't skip commissioning. A system that's installed but never tested will fail at the worst possible moment, usually before a big event. And don't let the contractor schedule the electrical trench before controls are decided. Once the conduit is in the ground, changing the design gets expensive.

When you plan smart lighting design with a contractor, get at least three proposals. Compare the same scope, not just the bottom line. Ask for photometric files, check the controls plan, and write down how the system will be maintained. That's how you keep the project smart from design to first night under the lights.
